Statewide Ballot Measures

How Colorado ballot measures work

Colorado has two types: legislatively referred measures (placed by the General Assembly) and citizen-initiated measures (placed by petition). Constitutional amendments require 55% to pass; statutes require a simple majority.

TABOR / K-12 Education Funding (SB 26-135)

Legislatively referred measure. This is the marquee measure on the November ballot. It would allow the state to keep revenue above the TABOR cap (up to $4.6 billion per year) and redirect it to K-12 public school funding for 10 years.

The money would fund teacher pay increases, retention programs, smaller class sizes, and career/technical education courses. Without this measure, the revenue goes back to taxpayers as TABOR refunds.

Passed the legislature with no Republican votes (House 42–21, Senate 23–12).

YES = Keep the revenue for schools. Your TABOR refund goes away.
NO = Keep TABOR refunds. School funding stays at current levels.
